1. GENERAL PROVISIONS

1.1. The deputy chief physician of a city hospital for medical affairs (hereinafter referred to as the “Employee”) is a manager.

1.2. This job description defines the functional responsibilities, rights, duties, responsibilities, working conditions, relationships (positional connections) of the Employee, criteria for assessing his business qualities and work results when performing work in his specialty and directly at the workplace in " ____ " (hereinafter referred to as the "Employer").

2. JOB RESPONSIBILITIES

Worker:

2.1. Directly manages all treatment and diagnostic departments, offices and laboratories included in the structure of the city hospital,

2.2. Responsible for the quality of the diagnostic and treatment process and the organization of all hospital work on examination, treatment and patient care;

2.3. Resolves issues of admission and discharge of patients from the hospital;

2.4. Performs official duties of the chief physician of the city hospital during his absence, including due to being on vacation, on a business trip and during a period of temporary incapacity for work;

2.5. Represents employees subordinate to him for incentives and makes proposals to impose penalties on persons who violate labor discipline and unsatisfactorily perform their duties;

2.6. Develops and implements activities aimed at:

- for the timely and widespread introduction of new medical technologies into practice; principles of medical and protective regime; therapeutic nutrition; methods of physical therapy and rehabilitation therapy;

- to improve immediate and long-term treatment results;

- to reduce postoperative and hospital mortality, as well as postoperative complications;

General provisions

1. A qualified doctor with a certificate of a specialist in the specialty “Therapy” or “Oncology” and significant experience in medical and organizational work is appointed to the position of deputy chief physician for the medical part of the hospice (hereinafter referred to as the deputy chief physician).

2. The deputy chief physician is appointed and dismissed by the chief physician of the hospice in accordance with current legislation.

3. The deputy chief physician is directly subordinate to the chief physician of the hospice and organizes his activities through the heads of structural units and the chief nurse.

4. In the absence of the chief physician (vacation, illness, business trip, etc.), performs his duties and enjoys all the rights provided for the chief physician of the hospice.

5. The Deputy Chief Physician organizes his work in accordance with the Hospice Regulations, is guided by the current legislation of the Russian Federation, orders of the Ministry of Health of the Russian Federation and the Moscow Health Committee, regulations, instructions and these Regulations.

6. The orders of the deputy chief physician are mandatory for the heads of structural units and the chief nurse of the hospice.

7. The Deputy Chief Physician fulfills his duties and exercises his rights on the basis of constant observance of the commandments and basic provisions of the hospice concept; carries out a holistic approach to the personality of the patient and his family, facilitates not only their physical and mental condition, but also supports social and spiritual potential.

Responsibilities

The Deputy Chief Physician for Medical Affairs is obliged to:

1. Provide direct supervision of the activities of the heads of hospice medical units (inpatient and mobile service).

2. Improve in your work knowledge and skills in caring for patients, social and psychological support for patients and their relatives. If necessary, train and improve this knowledge and skills among your subordinates.

3. Use interchangeability and continuity in work if necessary.

4. Exercise systematic control over the quality of examination, treatment and care for patients by:

A planned inspection of the state of work of departments with subsequent discussion of the results of the inspection at the hospital Council;

Systematic analysis of performance indicators of the hospital and field service;

Assessment of the effectiveness of ongoing medical, social and psychotherapeutic measures, as well as a systematic study of discrepancies between hospital diagnoses and pathological ones;

Conducting systematic rounds of structural medical units of the hospice;

Constantly checking medical records and other medical documentation regarding the quality of their management, the correctness and timeliness of the implementation of medical prescriptions and the methods of treatment used.

5. Organize and ensure the conduct of scientific and practical seminars for doctors and nurses, clinical examinations of patients, and clinical and anatomical conferences at the modern level.

6. Organize consultations and councils, paying special attention to complex and seriously ill patients; invite, if necessary, consultants from other medical institutions.

7. Ensure proper procedures for the admission and discharge of patients, as well as their transfer to other medical institutions.

8. Ensure the correct establishment of statistical records and submission of appropriate reports on the activities of the hospice in a timely manner.

9. Coordinate the duty schedules of the heads of inpatient departments and field services, and attending physicians at the hospice, including on weekends and holidays.

10. Develop and implement activities aimed at:

Timely and widespread introduction into practice of new methods of palliative treatment of patients, the principles of medical and protective regime, therapeutic nutrition, methods of physical therapy and rehabilitation therapy;

Improving immediate and long-term treatment results;

Rational application and use of modern medications to improve the quality of life of patients;

Ensuring (together with an epidemiologist) a strict and sustainable sanitary and epidemiological regime in the hospice and preventing nosocomial infections.

11. Develop a long-term plan for advanced training of doctors and nursing staff.

12. Contribute to the development of mentoring, organization and conduct of public shows and competitions for the title “Best in the Profession.”

13. Systematically improve your professional qualifications, both in the field of clinical disciplines and in the organization of healthcare.

Fundamentals of legislation on health care, labor, orders, main policy documents, resolutions, orders of higher health authorities;

Principles of providing medicinal and emergency medical care, including palliative treatment;

New methods of prevention, diagnosis, treatment and rehabilitation of patients;

10. Select candidates for the position of heads of hospice departments and services, as well as the chief nurse.

11. Make proposals to the chief physician of the hospice on issues of improving the organization of medical care in the hospice.

12. Cancel the orders of the heads of departments subordinate to him if they cannot be carried out or contradict the provisions of the official Regulations, as well as the instructions of higher officials.

13. Work in the specialty within the working hours of the main position up to 0.25 of the doctor’s salary, in agreement with the chief physician of the hospice.

14. Take direct part in the selection and placement of hospice personnel.

The Deputy Chief Physician for Medical Affairs is directly responsible for:

I. General part
An experienced surgeon with a specialist certificate, the highest or first qualification category, work experience as a department head and organizational skills is appointed to the position of deputy chief physician of a hospital for surgery.
Appointed and dismissed by the chief physician of the hospital in accordance with current legislation.
Reports directly to the chief physician of the hospital.
Manages the organization of medical care in the hospital, as a rule, through the heads of the relevant departments and the chief nurse.
In his activities he is guided by the current legislation, the Charter of the hospital, decrees, decisions, orders and instructions of higher health authorities on the section of work being performed, orders and instructions of the chief physician of the hospital, and these instructions.
The orders of the Deputy Chief Physician for Surgery are mandatory for heads of surgical departments, including the department of anesthesiology and intensive care, endoscopic department, blood transfusion service, sterilization and disinfection service.

II. Responsibilities
1. Provides direct supervision of the activities of the heads of departments of the hospital services assigned to him.
2. Carries out systematic control over the quality of examination, treatment and care for surgical patients by:
- scheduled inspections of departments followed by discussion of the inspection results;
- systematic analysis of qualitative indicators of the departments’ activities;
- assessment of the effectiveness of ongoing treatment and preventive measures, as well as a systematic study of discrepancies between hospital diagnoses and outpatient and pathological diagnoses;
- constant verification of medical histories and other medical documentation regarding the quality of their management, the correctness and timeliness of the implementation of medical prescriptions and the methods of treatment used.
3. Organizes and controls the work of the operating unit.
4. Monitors the preparation and implementation of work plans for departments of the surgical cycle.
5. Organizes and ensures the holding of scientific-practical and clinical-anatomical conferences, clinical expert commission (surgical section).
6. Organizes consultations and heads consultations of hospital specialists and invites consultants from other medical institutions, organizes the transfer of surgical patients, if necessary, to other health care facilities.

9. Controls the appropriate and complete use of bed capacity in surgical departments.
10. Coordinates requests from surgical departments for the purchase of new and replacement of outdated equipment.
11. Develops a long-term plan for advanced training of surgical doctors and monitors its implementation.
12. Organizes and leads the preparation of methodological materials for the examination and treatment of surgical patients.
13. Systematically improves professional qualifications, both in the field of clinical disciplines and in the organization of healthcare.
14. Receives visitors and hospital employees on the days and hours established for this.
15. In the absence of the chief physician, certifies the patient’s will with his signature at his request.
16. Brings to the attention of employees, insofar as they are concerned, orders, directives, instructions, etc. of higher authorities and officials.

III. Rights
The hospital's deputy chief physician for surgery has the right to:
1. Give orders regarding the organization of the work of subordinate departments of the hospital.
2. Give orders and instructions to subordinate employees in accordance with the level of their competence and qualifications and monitor their implementation.
3. Resolve issues regarding admission and discharge of patients.
4. Take part in meetings held in the hospital, which discuss issues within his competence.
5. Obtain information necessary to perform their duties.
6. Make decisions within your competence.
7. Make changes and additions to the duties of employees of departments directly subordinate to him in agreement with the trade union committee in accordance with current legislation.

9. Select candidates for the position of heads of departments and services of the hospital directly subordinate to him.
10. Make proposals to the chief physician on improving the organization of surgical care in the hospital.
11. Make proposals to the chief physician of the hospital regarding the encouragement and imposition of penalties on employees subordinate to him.
12. Cancel orders of department heads subordinate to him if they cannot be carried out or contradict the instructions of higher authorities and officials.

IV. Responsibility
Responsible for the quality of surgical care provided in the hospital; for failure to fulfill the duties provided for in these instructions and internal labor regulations; for inaction and failure to make decisions within the scope of his competence.
