Public service delivery system (SPSS) allows you to transfer into electronic form the process of providing electronic services at all levels - federal, regional, municipal. This is ensured by integration with “Unified portal of state and municipal services” (EPGU) through System of interdepartmental electronic interaction (SMEI).

Below is a description of a typical solution based on the EOS for SharePoint EDMS, which can be implemented for government agencies, ministries, departments of any level.

The system implements the following specific functions necessary for the provision of public services in electronic form:

    automatic registration of applications for the provision of public services received from the “Unified Portal of State and Municipal Services” (EPGU), www.gosuslugi.ru;

    accepting applications for government services through the MFC;

    consideration and execution of applications;

    control over the execution of orders (issuing instructions, monitoring their execution);

    creating requests to other departments to obtain information necessary to provide the service;

    receiving responses to interdepartmental requests in an automated manner;

    monitoring the progress of application processing (customizable data views and reporting forms);

    creating a history of application processing;

    automatic updating of the application status and sending a response to the applicant in electronic form - through the EPGU;

    the possibility of using an electronic signature in any processes of interdepartmental interaction.

Taken together, all the capabilities of this solution significantly increase both the efficiency of the provision of public services and their quality.

To organize the provision of electronic services, the following is required:

One or more government agencies can be connected to the electronic document management system. For regions, the best effect is achieved if a single basic platform is used in all executive authorities. The EDMS supports the organization of a single document flow for several authorities in one database in such a way that each of them works only with its own documents.

    Standard solution “System for the provision of public services (SOGS)”

The system implements specialized functionality for processing requests for the provision of services received through interdepartmental interaction channels (through SMEV and EPGU).

    Web service, providing integration of the EDMS with the “Unified Portal of State and Municipal Services” (www.gosuslugi.ru) through SMEV.

These three components, which are being developed by EOS, do not require the deployment of third-party software.

How it works?


The applicant studies the description of the service, fills in the fields with the necessary data, and also attaches the required files:


On the portal, using the parameters “place of service provision” and “type of service”, the region and body responsible for its provision are automatically determined.

In his personal account, the applicant can view the entire list of services he has ordered, as well as details of any of the applications.


After the application is generated on the portal, information about it is transmitted through the interdepartmental electronic interaction system (IEIC) to the EDMS of the relevant authority responsible for the provision. This happens automatically (via web services).

In automatic mode, the application is registered in the document file of a certain department - in accordance with the internal settings of the EDMS.


In addition, some attributes are automatically filled in the application card, for example, “Type of service”, “Group of documents”, “Type of applicant’s document”, “Place of service provision”. The card reflects not only registration data, but also the entire progress of consideration of the application.


The files sent by the applicant are also available in the application card.


They begin their work by reviewing the list of newly received applications. The application is then submitted for consideration and subsequent execution. All these stages are reflected in the change in the status of the application.


Each status change is automatically sent to a single portal (EPGU) and becomes available to the applicant. The applicant periodically views the status in his personal account on the EPGU, and in addition, he receives alerts by e-mail or SMS messages.

The implementation of the system eliminates the difficulties associated with interdepartmental interaction of various government bodies in the provision of public services.

In the subsystem for the provision of public services in electronic form, functions for interdepartmental exchange of documents have been developed and automated; it is possible to track both the routes of movement of documents and external sending (including by e-mail).

Any movement or change of documents, resolutions or tasks, preparation and approval of outgoing and internal documents can be carried out using an electronic signature, which allows you to organize a full-fledged legally significant document flow.

A number of specialized reporting forms have also been developed to provide operational information on the progress of execution of documents and orders.

Using universal tools, you can add new types of services to the subsystem, regardless of the regulations for their provision. All settings are made through standard procedures provided by the system interface. This procedure can be carried out by any user of the subsystem on the customer's staff who has been trained and has the appropriate authority.

Consequently, the need for additional software development for each specific public service by the contractor and the associated lengthy stages is eliminated: conducting a survey, writing technical specifications, programming processes and interface forms, testing, etc.

I. General provisions

1.1. This Procedure establishes the rules for the formation (change) of register entries when forming and maintaining basic (industry) lists of state and municipal services and works (hereinafter referred to as the register entry), including the rules for the formation of information and documents for inclusion in register entries.

1.2. Register entries are formed (changed) by federal executive authorities authorized to form basic (industry) lists of state and municipal services and works (hereinafter referred to as the federal executive authority, basic (industry) list).

1.3. Register entries are formed in relation to each state and municipal service and work in the context of lists of types of activities, according to which federal executive authorities create basic (sectoral) lists.

1.4. The set of approved register entries for one type of activity, which are assigned a unique number, forms a basic (industry) list for this type of activity.

1.5. The register entry generated (changed) in accordance with this Procedure includes information and documents provided for in paragraph 5 of the Rules for the formation and maintenance of basic (industry) lists of state and municipal services and works, approved by Decree of the Government of the Russian Federation of February 26, 2014 N 151 (Collected Legislation of the Russian Federation, 2014, No. 10, Art. 1041) (hereinafter referred to as the Rules).

1.6. Register entries, including information and documents provided for in paragraph 1.5 of this Procedure, are formed in the state language of the Russian Federation.

1.7. Register entries do not include information and documents containing information constituting state secrets.

1.8. Register records, including information and documents specified in paragraph 1.5 of this Procedure, are stored in accordance with the storage periods for archival documents determined in accordance with the legislation of the Russian Federation on archival matters.

II. Rules for creating (changing) a registry entry

2.1. The register entry is generated in electronic form in the state integrated information system for public finance management "Electronic Budget", access to which is provided through the unified portal of the budget system of the Russian Federation (www.budget.gov.ru) (hereinafter referred to as the information system), automatically based on the results of filling the federal executive body of the screen forms of the web interface of the information system with the information provided for in paragraph 1.5 of this Procedure.

2.2. Based on the results of the federal executive body filling out the screen forms of the web interface of the information system with the information and documents provided for in paragraph 1.5 of this Procedure, an automated check is carried out for compliance with the rules for the formation of information and documents for inclusion in the registry entry, defined in Chapter III of this Procedure.

2.3. In case of a positive result of the check provided for in paragraph 2.2 of this Procedure, the registry entry is assigned a temporary unique number in accordance with the established structure of the unique registry entry number, which is valid until the registry entry is approved.

2.4. The register entry in accordance with paragraph 9 of the Rules is signed with an enhanced qualified electronic signature of an authorized person of the federal executive body.

2.5. The register entry, which has been assigned a temporary unique number, is sent in accordance with paragraph 8 of the Rules by the federal executive body in electronic form in the information system for preliminary approval to the Ministry of Finance of the Russian Federation.

2.6. Based on the results of the preliminary approval of the register entry by the Ministry of Finance of the Russian Federation, within 10 days from the date the federal executive body sent the register entry for preliminary approval, a decision is formed to approve or refuse to approve the register entry, indicating the reasons for the refusal (hereinafter referred to as the Decision). The decision is formed by the Ministry of Finance of the Russian Federation in electronic form in the information system.

2.7. The decision is signed with an enhanced qualified electronic signature of an authorized person of the Ministry of Finance of the Russian Federation.

2.8. The decision is sent to the federal executive body in electronic form in the information system.

2.9. If the Ministry of Finance of the Russian Federation approves a register entry, the federal executive body, within three working days from the date of receipt of the Decision, ensures approval of the register entry and the formation on its basis using the information system of a basic (industry) list (changes made to the basic (industry) list) list), including in it the information provided for in the second paragraph of clause 3.4, clause 3.7, the third paragraph of clause 3.8, the third paragraph of clause 3.9 and the second paragraph of clause 3.11 of this Procedure.

The federal executive body ensures compliance of the information included in the basic (industry) list with the information included in the register entry.

2.10. The registration entry is approved by an authorized person of the federal executive body.

2.11. After approval of a registry entry by the federal executive body, the registry entry is assigned a permanent unique number.

2.12. If the Ministry of Finance of the Russian Federation sends a Decision to refuse approval of a register entry, the federal executive body, within five working days from the date of receipt of the said Decision, makes a decision to change the specified register entry or to cancel it.

2.13. If a decision is made to cancel a register entry, the federal executive body generates a decision to cancel the register entry electronically in the information system. The decision to cancel a register entry is signed with an enhanced qualified electronic signature of an authorized person of the federal executive body. After signing the decision to cancel the register entry in accordance with this paragraph, the register entry is cancelled.

2.14. If a decision is made to change a registry entry, the federal executive body creates a new version of the specified registry entry in the information system and ensures that changes are made to the information and documents included in the previous version of the registry entry.

2.15. Based on the results of inclusion, in accordance with paragraph 2.14 of this Procedure, the federal executive body of information and documents in the new version of the register entry carries out an automated check of compliance with the rules for the formation of information and documents for inclusion in the register entry, defined in Chapter III of this Procedure.

2.16. If the verification of the new version of the registry entry provided for in paragraph 2.15 of this Procedure is positive, it is assigned a temporary unique number in accordance with the established structure of the unique registry entry number, which is valid until the registry entry is approved.

2.17. The new version of the register entry is signed with an enhanced qualified electronic signature of an authorized person of the federal executive body and is sent for repeated preliminary approval to the Ministry of Finance of the Russian Federation, in accordance with clause 2.5 of this Procedure.

2.18. When a federal executive body makes changes to an approved register entry, the federal executive body generates a modified version of the approved register entry and ensures that changes are made to the information and documents included in the approved register entry.

2.19. Based on the results of inclusion, in accordance with paragraph 2.18 of this Procedure, the federal executive body of information and documents in the amended version of the register entry carries out an automated check of compliance with the rules for the formation of information and documents for inclusion in the register entry, defined in Chapter III of this Procedure.

2.20. In case of a positive result of checking the modified version of the approved registry entry provided for in paragraph 2.19 of this Procedure, it is assigned a temporary unique number in accordance with the established structure of the unique registry entry number, which is valid until the registry entry is approved.

2.21. The amended version of the approved register entry is signed with an enhanced qualified electronic signature of an authorized person of the federal executive body.

2.22. The amended version of the approved register entry, which is assigned a temporary unique number, is sent by the federal executive body in electronic form for preliminary approval to the Ministry of Finance of the Russian Federation, in accordance with clause 2.5 of this Procedure.

2.23. If the Ministry of Finance of the Russian Federation approves a modified version of the approved register entry, the federal executive body, within three working days from the date of receipt of the Decision, ensures approval of the modified version of the approved register entry and the formation on its basis, using the information system, of changes that are made to the basic (industry) list, including the information provided for in paragraph two of clause 3.4, clause 3.7, paragraph three of clause 3.8, paragraph three of clause 3.9 and paragraph two of clause 3.11 of this Procedure.

The federal executive body ensures compliance of the information included in the basic (industry) list with the information included in the approved register entry.

2.24. Approval of the amended version of the approved register entry is carried out by an authorized person of the federal executive body.

2.25. After approval of the amended version of the approved registry entry by the federal executive body, the amended version of the approved registry entry is assigned a permanent unique number corresponding to the previous version of the approved registry entry and the previous version of the approved registry entry is declared invalid.

2.26. If the Ministry of Finance of the Russian Federation sends a Decision to refuse approval of a modified version of an approved register entry, the federal executive body, within five working days from the date of receipt of the Decision, makes a decision on the formation of a new modified version of the approved register entry or on the cancellation of the modified version of the approved register entry in the manner , established accordingly by paragraphs 2.18 - 2.21 and 2.13 of this Procedure.

2.27. In the event of changes in the established procedure to the structure of the unique number of the registry entry or the unique number of the registry entry, codes and names of positions of all-Russian classifiers of technical, economic and social information (hereinafter referred to as the all-Russian classifier), structure and codes of positions of directories formed in accordance with this Procedure, the registry the entry is changed automatically by the information system and does not require re-approval.

III. Rules for the formation of information and documents for inclusion in register records

3.1. Information and documents intended for inclusion in the register entry are generated by the federal executive body in the information system.

3.2. Information included in the register entry in accordance with this Procedure is formed in a structured form by filling out screen forms in the web interface of the information system. When generating information, directories, registers and classifiers are used in accordance with the rules established by this Procedure.

3.3. Documents included in the register entry in accordance with this Procedure are formed in the form of an electronic copy of a paper document created by scanning it. Electronic copies of documents must have common open formats and must not be encrypted or protected by means that do not allow familiarization with their contents without additional software or technological tools.

3.4. When generating information about the name of a state (municipal) service or work, the following information is indicated:

code and name of state (municipal) service or work;

code and name of the sign of classifying a state (municipal) service or work as a service or work;

codes and names of positions of the All-Russian Classifier of Products by Type of Economic Activity corresponding to the name of the state (municipal) service or work;

an indication of the inclusion of state (municipal) services in the federal register of public services, registers of public services of constituent entities of the Russian Federation, registers of municipal services in accordance with Federal Law of July 27, 2010 N 210-FZ "On the organization of the provision of state and municipal services" (if availability) (Collected Legislation of the Russian Federation, 2010, N 31, Art. 4179; 2011, N 15, Art. 2038; N 27, Art. 3873, Art. 3880; N 29, Art. 4291; N 30, Art. 4587 ; N 49, Art. 7061; 2012, N 31, Art. 4322; 2013, N 14, Art. 1651; N 27, Art. 3477, Art. 3480; N 30, Art. 4084; N51, Art. 6679; N 52, Article 6961, Article 7009);

The code of a state (municipal) service or work, generated automatically in the information system, has the following structure:

3, 4, 5 categories - the serial number of the state (municipal) service or work in the basic (industry) list for the corresponding type of activity;

6th category - code for the attribute of classifying a state (municipal) service or work as a service or work.

Information about the position code of the All-Russian Classifier of Products by Type of Economic Activity corresponding to the name of the state (municipal) service or work is generated in the information system automatically after specifying the name of the position in accordance with the All-Russian Classifier of Products by Type of Economic Activity.

Information about the attribute code for classifying a state (municipal) service or work as a service or work is generated in the information system automatically after specifying information about classifying a state (municipal) service or work as a service or work. The code for classifying a state (municipal) service or work as a service or work takes on the following meanings:

0 - service;

1 - work.

3.5. When generating information about the codes of the All-Russian Classifier of Types of Economic Activities, which correspond to a state (municipal) service or work, the corresponding codes and names of types of economic activities according to the All-Russian Classifier of Types of Economic Activities are indicated.

Information about the code of the type of economic activity in accordance with the All-Russian Classifier of Types of Economic Activities is generated in the information system automatically after specifying the name of the type of economic activity in accordance with the All-Russian Classifier of Types of Economic Activities.

3.6. When generating information indicating a public legal entity, the expenditure powers of which, in accordance with the regulatory legal acts of the Russian Federation, constituent entities of the Russian Federation and municipal legal acts regulating the procedure for the provision of state (municipal) services or work, include the provision of state (municipal) services or work, indicate:

Basic (sectoral) lists of state and municipal services are formed by specialized executive authorities, whose function is to develop state policy and legal regulation in certain areas of activity, based on the theses of regulatory acts: federal, regional and municipal.

Defining legislative acts

The procedure for providing both municipal and state work is regulated by Resolution No. 151 of the Government of the Russian Federation, adopted in 2014.

The formation and maintenance of basic lists of state and municipal services is carried out in the comprehensive information system for public finance management “Electronic Budget”. The lists of types of activities for which these industry lists are formed are determined by Order of the Ministry of Finance No. 49n, which was also adopted in 2014.

The procedure for creating lists

Let's consider the order of forming the basic one:

  1. The initiative comes from executive authorities at the federal level.

    On the formation of the state assignment of the city of Moscow for the provision of public services to the city of Moscow

    In accordance with the provisions of the Budget Code of the Russian Federation and in order to ensure uniform requirements for the formation of the state task of the city of Moscow for the provision of public services of the city of Moscow, the Moscow Government decides:

    1. Establish that the state task of the city of Moscow for the provision of public services of the city of Moscow to individuals and (or) legal entities (hereinafter referred to as the state task of the city of Moscow) for the next financial year and planning period is established for:

    Ensuring the fulfillment of the functions of budgetary institutions of the city of Moscow;

    Reimbursement of regulatory costs of autonomous institutions for the provision of public services of the city of Moscow to individuals and (or) legal entities;

    Reimbursement to legal entities that are not government agencies of the city of Moscow for expenses for the provision of public services of the city of Moscow to individuals and (or) legal entities in accordance with agreements concluded with executive authorities of the city of Moscow;

    Procurement of goods, works and services for government needs (with the exception of the named purchases to ensure the performance of the functions of budgetary institutions of the city of Moscow and government bodies of the city of Moscow) for the purpose of providing public services of the city of Moscow to individuals and (or) legal entities.

    The procedure and conditions for the provision of public services to individuals and legal entities directly by the executive authorities of the city of Moscow are not regulated by this resolution.

    2. Establish the following main directions for the provision of public services to individuals and legal entities in the city of Moscow:

    4. Establish that:

    4.1. The powers to maintain passports of public services of the city of Moscow, as well as to form and approve the state task of the city of Moscow are exercised by the executive authorities of the city of Moscow - the main managers of budget funds of the city of Moscow.

    4.2. A public service is subject to inclusion in the passport of public services or is excluded from it only in the event of the adoption (existence) of a regulatory legal act of the Russian Federation and (or) a legal act of the city of Moscow, a contract, an agreement of the city of Moscow on the entry into force, termination and (or) amendment norms governing the provision of the relevant public service.

    4.3. Changes to the passport of public services of the city of Moscow are made no later than one month before the formation of the state task of the city of Moscow for the next financial year and planning period and taking into account the requirements of clause 4.2 of this resolution.

    4.4. Requirements for the composition, quality and (or) volume, conditions, procedure and results of the provision of public services are established by the state task of the city of Moscow.

    5. The procedure for setting prices (tariffs) for public services provided to individuals and (or) legal entities free of charge (at the expense of the budget of the city of Moscow) or on a paid basis is determined in accordance with the resolution of the Moscow Government of October 3, 2006 N 769- PP "On the regulation of prices (tariffs) in industries in the city of Moscow."

    6. The executive authorities of the city of Moscow - the main managers of budgetary funds, within the powers granted in accordance with this resolution, ensure:

    6.1. Formation of passports of public services of the city of Moscow:

    6.2. Formation of the state assignment of the city of Moscow for the provision of public services to the city of Moscow:

    In 2009 and subsequent years - within three weeks after the adoption of the Moscow city law on the budget of the city of Moscow for the next financial year and planning period.

    6.3. Submission to the Department of Economic Policy and Development of the City of Moscow of an extract from the passports of public services in accordance with the requirements of clause 3.10 of Appendix 1 to this resolution:

    7. The Department of Economic Policy and Development of the City of Moscow together with the Department of Territorial Executive Authorities of the City of Moscow, the Department of Finance of the City of Moscow, the Department of Physical Culture and Sports of the City of Moscow, the Department of Family and Youth Policy of the City of Moscow, the Department of Social Protection of the Population of the City of Moscow based on the results of the implementation of the provisions of this resolution in 2009-2010, before October 1, 2010, to develop a procedure for the formation of passports of public services of the city of Moscow provided by local governments of intra-city municipalities in the city of Moscow in the exercise of certain powers of the city of Moscow (state powers).

    8. Department of Economic Policy and Development of the City of Moscow:

    8.1. Before March 1, 2009, prepare proposals for introducing, in accordance with the established procedure, additions and changes to the Moscow Government Decree of October 3, 2006 N 769-PP “On the regulation of prices (tariffs) in the industries of the city of Moscow”, based on the requirements of this resolution.

    9.     1. General Provisions

    1.1. These Regulations establish the procedure for the formation and maintenance of passports of public services of the city of Moscow.

    1.2. In these Regulations, public services of the city of Moscow (hereinafter referred to as public services) mean services provided to individuals and legal entities in accordance with the state assignment of the city of Moscow by government agencies of the city of Moscow and (or) other legal entities free of charge (at the expense of the budget of the city of Moscow) or at prices (tariffs) established in the manner determined by the Moscow Government.

    A public service passport is understood as a document containing systematized data about a public service, allowing for control over the provision of this service, as well as ensuring uniform approaches to the formation and implementation of state assignments for the city of Moscow.

    1.3. Passports of public services are formed and maintained by territorial, sectoral and functional executive authorities of the city of Moscow (hereinafter - executive authorities of the city of Moscow), which are the main managers of budget funds of the city of Moscow (hereinafter - holders of passports of public services).

    1.4. Passports of public services are maintained for the purpose of recording and analyzing the types and quantities of public services provided, their effectiveness, monitoring their implementation, ensuring the implementation of the rights and legitimate interests of individuals and (or) legal entities, as well as ensuring the availability and transparency of information about public services provided by public authorities. institutions of the city of Moscow and (or) other legal entities.

    1.5. Public service passport data is used for:

    Establishment of state tasks of the city of Moscow for the provision by state institutions of the city of Moscow and (or) other legal entities of public services to individuals and legal entities;

    Development of a draft budget for the city of Moscow for the next financial year and for the planning period;

    Formation of city target and departmental programs of the city of Moscow.

    1.6. The passport of a public service provides information about the content of the public service, consumers of the public service, and the conditions for its provision.

    1.7. A public service passport is maintained for each public service.

    1.8. The public service passport is approved by the head of the executive authority of the city of Moscow, responsible for the implementation of the relevant areas of activity of the executive authority of the city of Moscow (these Regulations), based on territorial, sectoral and functional affiliation.

    1.9.     2. The procedure for generating a public service passport

    2.1. The basis for the formation of a passport for a public service is the adoption (availability) of a regulatory legal act of the Russian Federation and (or) a legal act of the city of Moscow, a contract, an agreement of the city of Moscow on the implementation, termination and (or) amendment of norms governing the provision of the relevant public service .

    2.2. When forming a public service passport, holders of public service passports analyze the regulatory legal acts of the Russian Federation and legal acts of the city of Moscow, contracts and agreements of the city of Moscow defining the provision of public services.

    According to the analysis results:

    The names of public services and their content are formulated;

    Categories and groups of recipients of relevant public services are determined;

    Passports of public services are drawn up.

    2.3. The public service passport must contain:

    1) Name of the public service;

    2) Public service code;

    3) The name of the expenditure obligation and an extract from the Register of expenditure obligations of the city of Moscow, containing the name and details of the regulatory legal acts of the Russian Federation and the city of Moscow, in accordance with which the corresponding expenditure obligation is established, its validity period, indicating the date of approval and with reference to the article , part, clause and paragraph.

    5) Information on the procedure for determining the price (tariff) for a public service (according to the budget estimate of a budgetary institution; according to cost standards; state regulated price; according to another calculation). As the procedure for setting the price (tariff) for a public service or its size changes, clarifications are made to the Public Service Passport.

    At the same time, it is indicated: the public service is provided free of charge (at the expense of the budget of the city of Moscow) or on a paid basis, or partially free of charge, partially on a paid basis;

    6) The volume of public services in value and physical terms for the corresponding period (information is updated annually) and their qualitative characteristics;

    7) Information on the procedure and conditions for the provision of public services:

    Possibilities and admissibility of providing additional (optional) volumes of public services;

    The duration of the provision of the public service (if the public service consists of several parts, then the duration of the provision of each part of the public service is indicated);

    The duration of breaks in the provision of public services and (or) the start and end times of its provision;

    Time limits for the start and end of the provision of public services;

    8) Information about the technique and technology for providing public services, the place of provision of public services and sanitary and epidemiological requirements for the place of provision of public services, if these requirements are of a significant nature, qualification requirements for personnel providing the service;

    9) Information on the requirements for the quality of provision of public services, including a list of indicators characterizing the quality of the public service provided, as well as links to the provisions of regulations, contracts, agreements (if any), establishing requirements for the quality of public services and brief information about qualification requirements for personnel directly involved in the provision of public services;

    10) The procedure for interaction between an organization providing a public service and a recipient of a public service, including (if necessary) a list of permitted and prohibited actions on the part of employees of an organization providing a public service in relation to the recipient of a public service;

    11) A list of functions and tasks of the executive authority of the city of Moscow necessary for the provision of this public service, and a list of indicators (indicators) of the effectiveness and efficiency of performing these functions (if they are established);

    12) Information on the requirements for reporting on the provision of public services (on the execution of the state task of the city of Moscow), including a list of reporting indicators, indicators (indicators) of the effectiveness and efficiency of the provision of public services, used to monitor the execution of the state task of the city of Moscow with links to regulatory legal acts establishing the procedure for reporting and monitoring the provision of public services;

    2.4. When creating a public service passport, it is necessary to take into account that:

    The name of the public service, accompanied by a description of its content, must be based on the name of this public service in the regulatory legal act, contract or agreement defining the provision of the public service, and be formulated in a brief form that allows this public service to be clearly identified;

    The selected unit for measuring the volume of a public service must be of a measurable nature, allow one to assess the volume of a public service and contribute as much as possible to the calculation of the standard of financial costs for the provision of this public service and (or) be part of the reporting forms provided for by the regulatory legal acts of the Russian Federation and the city of Moscow;

    When entering information about consumers of a public service into the passport of a public service, the target group of the population and (or) legal entities in the city of Moscow must be determined, to which a specific public service is directed, distinguished on a certain basis (for example, by age, social status, form of ownership and etc.);

    When selecting legal entities that are not state institutions of the city of Moscow, based on the results of tenders held in the manner prescribed by federal legislation, and concluding a state contract with them for the provision of public services, a corresponding note is made in the passport of the public service.

    2.5. When generating a public service passport, each public service is assigned a registration code of the public service. The state service registration code is identical to the state service passport code and has the following structure:

    1-3 characters - identification code of the holder of a public service passport (coincides with the code of the main manager of budget funds of the city of Moscow, established in the law of the city of Moscow on the budget for the corresponding period);

    4-7 characters - functional classification code corresponding to section (4-5) and subsection (6-7) of the budget classification;

    8-10 characters - identification code for accounting for public services within the framework of the holder of the public service passport, established by him independently.

    2.6. The public service passport is drawn up in the form in accordance with the appendix to these Regulations.

    3. The procedure for maintaining a public service passport

    3.1. Holders of public service passports carry out constant monitoring of the provided public services for compliance of the services included in the public services passport with the requirements of the current legislation of the Russian Federation and legal acts of the city of Moscow, contracts and agreements of the city of Moscow.

    3.2. The information contained in the public service passport is subject to clarification as the data included in it changes.

    If the indicators to be reflected in the state assignment of the city of Moscow change, the holder of the state services passport first makes changes to the state service passport, and then, in the prescribed manner, makes changes to the state assignment of the city of Moscow.

    3.3. Maintaining passports of public services involves clarifying and adjusting passports of public services, including the following procedures:

    Drawing up a passport for a new public service and assigning a registration code to it;

    Entering changed information about the public service into the public service passport (updating data);

    Liquidation of the public service passport and cancellation of the registration code of the public service in connection with the termination of the provision of this public service to individuals and (or) legal entities.

    3.4. The entry of changed information about the public service into the public service passport is carried out in the event of changes in the rules governing the types of public services, their quantity, name, conditions for the provision of the relevant public service, as well as changes in other information relating to the provision of this public service.

    3.5. When making changes to the law of the city of Moscow on the budget of the city of Moscow for the next financial year and planning period, the holder of public service passports, if necessary, makes appropriate changes to the public service passports in the prescribed manner.

    3.6. The indicators of public service passports are clarified and adjusted annually.

    3.7. The public service passport consists of two components, maintained simultaneously:

    Database of passports of public services (electronic version);

    Database of passports of public services on paper (control copy).

    3.8. If there is a discrepancy between the data on paper and electronic media, the information on paper (control copy) takes precedence.

    3.9. Storage of a control copy of the public service passport is ensured by the holder of the public service passport.

    3.10. The holder of passports of public services of the city of Moscow, within 2 weeks after the adoption of the law of the city of Moscow on the budget of the city of Moscow for the next financial year and planning period, but no later than December 1 of the current year, sends to the Department of Economic Policy and Development of the city of Moscow on paper and electronic media extracts from passports of public services of the city of Moscow containing the information named in subparagraphs 1, 2, 3, 4, 5, 6 and 13 of these Regulations.

    1. General Provisions

    1.1. This Procedure was developed in order to implement the provisions of the Budget Code of the Russian Federation and defines the general principles of the formation and financial support of the state assignment of the city of Moscow for the provision of public services to individuals and (or) legal entities, as well as the powers and actions of the executive authorities of the city of Moscow in the field of development, approval , communication and control over the execution of the state task of the city of Moscow (hereinafter referred to as the state task).

    1.2. The state task of the city of Moscow is a document establishing requirements for the composition, quality and (or) volume, conditions, procedure and results of the provision of public services by government agencies of the city of Moscow and other legal entities to individuals and (or) legal entities, provided for by regulatory legal acts of the Russian Federation and (or) legal acts of the city of Moscow, contracts and agreements of the city of Moscow defining the provision of services, taking into account the need for the provision of each type of public service.

    2. Formation, approval, delivery and control over the execution of state assignments

    2.1. The state task is formed:

    For government agencies of the city of Moscow to provide public services to individuals and legal entities free of charge (at the expense of the budget of the city of Moscow), as well as for a fee in cases where the legislation of the Russian Federation or legal acts of the city of Moscow, contracts and agreements of the city of Moscow provide for the provision of relevant services for on a paid basis;

    For other legal entities to provide public services to individuals and legal entities, the financial support of which is fully or partially provided from the budget of the city of Moscow.

    2.2. The state task is formed by territorial, sectoral and functional executive authorities of the city of Moscow, which are the main managers of budget funds of the city of Moscow, responsible for the implementation of the relevant powers of the constituent entity of the Russian Federation and the areas of activity of the executive authority of the city of Moscow and are holders of passports of public services (hereinafter referred to as the city executive authority Moscow).

    2.6. The state assignment of a government agency of the city of Moscow is established in accordance with the main activities provided for by its charter. Other legal entities are involved in the provision of public services in accordance with the state assignment, including on the basis of government contracts concluded as a result of placing an order for the provision of public services. The government task can be divided into several subsections according to the types of government services.

    2.7. The state assignment to a government agency of the city of Moscow or other legal entity (performer) is established taking into account:

    The predicted need for the relevant public service, assessed based on the dynamics of the number of consumers of public services, the level of satisfaction with the existing volume and quality of public services;

    Capabilities of government institutions of the city of Moscow and other legal entities (executors) to provide public services;

    Indicators of actual implementation by government agencies of the city of Moscow and other legal entities of the state task in the reporting financial year;

    Limits of budget obligations communicated in the prescribed manner to the executive bodies of state power of the city of Moscow, performing the functions and powers of establishing government tasks.

    2.8. The form of the state assignment is established by the government body of the city of Moscow responsible for exercising powers in the relevant area. An approximate form of a state assignment for the city of Moscow and an approximate form for a report on the implementation of a state assignment for the city of Moscow are given in and to this Procedure.

    2.9. The state task is established within 3 weeks after the adoption of the Moscow city law on the budget for the next financial year and planning period.

    The state task is brought to the attention of the budgetary institution before the beginning of the financial year.

    2.10. Financial support for the implementation of the state task is carried out at the expense of budgetary allocations from the budget of the city of Moscow, planned taking into account the standards for the cost of public services and the volumes of provision of relevant public services provided for by the state task for the next financial year and planning period.

    3. The procedure for assessing the financial resources necessary for the provision of public services

    3.1. The assessment of the financial resources necessary for the provision of public services is carried out by the relevant executive authority of the city of Moscow on a systematic basis and is one of the stages in the development of the draft budget of the city of Moscow for the corresponding next financial year and planning period.

    3.2. An assessment of the financial resources necessary for the provision of public services is carried out annually by the executive authorities of the city of Moscow, responsible for the formation of government assignments for the provision of public services, as part of the development of a draft budget for the next financial year and planning period.

    3.3. The assessment of financial resources is carried out using natural (physical) and cost assessment indicators in relation to each of the public services provided to individuals and legal entities in the city of Moscow.

    3.4. The assessment of financial resources is carried out for the purposes of:

    Ensuring the timely provision of public services to individuals and legal entities in the required volumes;

    Establishing government tasks for government agencies of the city of Moscow and other legal entities (performers);

    Ensuring timely and full payment for public services provided, if such payment must be made at the expense of the Moscow city budget.

    3.5. Indicators for assessing the volume of public services in physical terms are determined taking into account the units of measurement of the volume of public services established in the passports of public services.

    3.6. Cost indicators for assessing the need are defined as a standard of budget expenditures for the provision of public services (financial standard) in rubles per each natural unit of measurement of the volume of public services provided or as a budget estimate of a budgetary institution of the city of Moscow providing a certain type of service.

    3.7. Forecast indicators for determining the need for the provision of public services are determined by the executive authorities of the city of Moscow, which formulate the state task and are the main managers of the budget funds of the city of Moscow.

    3.8. The following are considered as initial data for assessing natural indicators:

    Data (actual and forecast) on the number of recipients of public services;

    Data on the natural volumes of government services provided.

    3.9. The forecast contingent of recipients of public services is determined by the relevant executive body of government of the city of Moscow responsible for the provision of this type of service independently based on the list of individuals and legal entities who, in accordance with the legislation of the Russian Federation and legal acts of the city of Moscow, have the right to receive this type of service.

    3.10. Natural indicators for assessing the volume of public services are determined using units of measurement in accordance with the passport of public services.

    3.11. Forecast indicators for the volume of public services are determined by the relevant executive authorities of the city of Moscow independently, justifying the forecast with dynamics data and forecasts of the number of recipients of public services. When assessing the need in physical terms, a physical assessment indicator is used.

    3.12. The assessment of the need for public services in physical terms in the planning period for each public service is determined by the relevant executive authority of the city of Moscow using the formula:

    Pb - the actual volume of provision of public services in the past year in physical terms;

    T- predicted growth index of the contingent of consumers of public services (planned period compared to the indicators of the contingent in the past year).

    3.13. The initial data for assessing the need for public services in physical and monetary terms for each of the public services for which a passport of public services has been generated is statistical, financial and operational reporting data generated by the relevant executive authorities of the city of Moscow, state statistics bodies , territorial bodies of federal executive authorities, as well as reports from government agencies of the city of Moscow and other organizations providing services at the expense of the budget of the city of Moscow.

    Certain data not included in official statistics can be obtained as a result of special information requests or determined by experts.

    3.14. An assessment of the financial resources needed to provide public services includes:

    Analysis of the volume of public services (in physical terms) provided over the past three financial years;

    Inventory and analysis of regulatory legal acts that establish requirements for the volume and quality of provision of public services, as well as preparation and introduction of clarifications into the passport of public services (if necessary);

    Development of forecast indicators to determine the need for the provision of public services (in physical terms) for the next financial year and the planned period;

    Development and analysis of forecasts for changes in price levels (tariffs) for individual components of the cost of public services;

    Analysis of the cost of public services provided in previous time periods;

    Calculation of financial standards for the cost of public services;

    Development of forecast indicators for assessing the financial resources necessary for the provision of public services in the planning period;

    Consideration of forecast indicators for assessing the financial resources necessary for the provision of public services;

    Calculation of financial resources necessary for the provision of public services.

    3.15. An assessment of the financial resources necessary for the provision of public services by the relevant executive authority of the city of Moscow is carried out on the basis of the results of an assessment of the need in kind.

    3.16. If there are approved financial standards for the cost of public services, the need for financial resources is assessed for each of the public services using the formula:

    FR- the value of the assessment of the necessary financial resources in monetary terms;

    FN- financial standard for the cost of public services for the planning period, approved by the Moscow Government or its authorized body, in value terms;

    P- the volume of demand for public services in physical terms in the planning period.

    3.17. If the provision of a public service is carried out by a budgetary institution of the city of Moscow, and the financial standard for the cost of the public service has not been approved, an assessment of financial resources is made for each of the public services on the basis of the budget estimate of the budgetary institution of the city of Moscow in relation to the provision of this type of service.

    3.18. If the provision of a public service or several (groups) of services is carried out by a specially created budgetary institution of the city of Moscow, the assessment of financial resources is carried out by determining the required volume of budgetary allocations to ensure the performance of the functions of this budgetary institution.

    3.19. In the absence of a financial standard for the cost of a public service and a budgetary institution of the city of Moscow providing this service, the assessment of the financial resources necessary to provide the corresponding service is carried out on the basis of data on the contingent of consumers of this service and the average price per unit of service provided by other legal entities. The obtained indicators are basic for determining the necessary budgetary allocations for placing a state order for the provision of the relevant public service.
