At present, characterized by the modernization of various spheres of society, the problem of the development of educational institutions taking into account changes in the external environment is of particular relevance. The problem of planning and forecasting the activities of an educational organization arises for managers especially acutely in the context of diversification of their activities. To competently and effectively plan the financial, economic and educational activities of a school, the head needs to have voluminous, specific and classified information about the state and processes of change in the external environment of the educational institution; identify significant factors of direct and indirect impact that influence the organization of the educational process; master planning techniques and methods. Insufficiently complete accounting of changes in the external environment can lead to ineffective management decisions. In the actual practice of managing an educational organization, planning and forecasting occurs, as a rule, based on the experience and intuition of the school leader. Planning is a function of the management process, during the implementation of which the goals of activity, the means necessary for this are determined, methods that are most effective in given conditions are developed, and specific deadlines and performers are established. Very often, planning is viewed as choosing from a variety of alternative options those objectives, strategies, policies, procedures and programs that are most aimed at achieving the goals of the organization. It is often emphasized that planning is associated not only with choice, but also with the ordering of tasks, and also on the fact that planning is a continuous process of exploring new ways and methods of improving the organization’s activities through identified opportunities, conditions and factors. Therefore, plans should not be prescriptive, but should be modified according to the specific situation. Planning is based on connecting the goals of the organization and its divisions with the means to achieve them. At the same time, planning is indirectly a control tool, since it not only sets goals, standards and standards of activity, but also determines the boundaries of deviations from norms, the violation of which determines the adoption of coordinating decisions. Management in education is the ability to plan the result, purposefully regulate the process of education and training itself, select such operations that would ensure the effective implementation of set goals and objectives with the least expenditure of effort, time and money. When managing an educational institution, various documents are developed, for example, plans. When developing a plan, it is necessary to provide for a large set of measures to improve the entire organization of upbringing, training and education. The functional purpose of planning current activities and long-term socio-economic development of a state (federal, regional), municipal budgetary educational institution is expressed by a set of organizational and economic measures aimed at objectifying the established economic result of the activities of an educational institution as the sum of the cost values ​​of the state or municipal activities carried out during each year assignments for the provision of educational services to a certain number of consumers and the cost of educational services provided in excess of the established state, municipal assignment and other services, work performed that are not the main activities, but specified in the constituent documents of the budgetary educational institution. In the practice of an educational institution, the following types of planning take place: 1) long-term work plan for 3-5 years; 2) plan of educational work (annual); 3) graphic plan of organizational, methodological and extracurricular work (for a semester, quarter) (extract from the annual plan); 4) schedule for monitoring the pedagogical process (for a semester, a quarter); 5) plans for social events. The timing of planning is determined by its goals. Forward planning must respond to social needs; annual - management cycle, i.e. from September 1 to August 31, including summer work and preparation of the educational institution for the new academic year. Recommendations on the structure and content of the proposed plans are approximate; they need to be specified taking into account the characteristics, traditions and creative searches of individual educational institutions. The study of the processes of planning and forecasting the activities of an educational organization was carried out using the example of the municipal educational institution “Secondary comprehensive school No. 3” of the municipal formation Yasnensky urban district, which implements general educational programs of primary general, basic general, secondary general education and additional education for children and adults. In accordance with the Program of Patriotic Education at School No. 3 “I am a Citizen of Russia” for 2016-2020, as well as for the further development and improvement of the system of patriotic education of students, the following goals and objectives are outlined for 2016-2017. The goal of patriotic education has been defined - the education of Russian patriots, citizens of a legal democratic state with a sense of national pride, civic dignity, love for the Fatherland and their people. Within these plans, dates, activities and responsible persons are identified. After analyzing the planning processes of an educational institution, we found that almost all plans being developed are drawn up for the academic year. For a longer period, only a long-term plan for improving the qualifications of teachers is drawn up, drawn up for 5 years. A long-term development plan for the educational institution is not drawn up, which does not allow studying and analyzing the possibilities for the development of the organization. Another disadvantage is that within the framework of intra-school control measures, only control of educational activities is developed; there is no plan for intra-school control of the educational process. To increase the efficiency of its activities, it is recommended that an educational institution draw up not only tactical annual plans, but also a long-term school development plan for 5 years.

“The main functions of management are planning”

Planning – making management decisions based on the correlation of the results of pedagogical analysis with the set goal, is to determine the immediate and long-term development of the pedagogical system.

Planning – a detailed schedule of the organization’s activities for a certain period of time.

Planning as a management function is aimed at reducing the effect of uncertainty in the organization's activities, as well as identifying ways to achieve set goals.

The purpose of planning is to determine the mechanism for coordinating the actions of management subjects, the content and timing of their activities, ensuring the implementation of organizational tasks.

There are two types of planning:

  1. Teleological -rigid planning “from above” (A. Leontyev, S. Strumilin)
  2. Genetic - based on the characteristics of the organization, its needs and capabilities

(V. Groman, V. Bazarov).

Features of planning.

  1. Planning is intended to give a clear direction and aspiration to the activities of an educational institution;
  2. Planning based on analysis and forecast is designed to model images of the desired future state of the school and its results;
  3. Goal setting in planning is based on the internal processes of forming the image of the goal that occur in the minds of management subjects - the processes of goal formation;
  4. Planning is intended to determine the means of achieving the goal, their composition and logical structure, sequence, necessary resources and conditions, performers and their interaction, deadlines; determine the content, methods, means, forms of the work to be done and its intermediate results
  5. Planning is intended to determine performance standards, requirements, criteria and evaluation indicators;
  6. Planning is designed to create conditions for educational and management activities.

To be successful, the plan must have

the following characteristics:

  1. Purposefulness (suitable for achieving the purpose for which it was created);
  2. Unity (the goals of each substructure that makes up the plan must be firmly welded together and meet the goals of the entire educational institution);
  3. Continuity (reliance on both short-term and long-term foresight);
  4. flexibility (the ability to adapt if conditions change);
  5. Accuracy (sufficient detail);
  6. Predictiveness (the ability to predict final and intermediate results);
  7. Cost-effectiveness (its preparation and use should facilitate, and not complicate, the achievement of goals and objectives).

Any planning is based on the following principles:

  1. Taking into account specific pedagogical conditions, age composition of children, pupils, students and their level of development;
  2. The relationship between the process of education and training;
  3. Regularity, consistencyand the cyclical nature of educational influences.
  4. Participation of the maximum number of employeesorganization in working on the plan already at the earliest stages of its preparation. As a rule, people are quicker and more willing to complete those tasks that they have set for themselves than those “imposed from above,” since they are closer and more understandable to them.
  5. Continuity- in accordance with it, planning is considered not as a single act, but as a constantly repeating process, within the framework of which all current plans are developed taking into account the implementation of past ones and the fact that they will serve as the basis for drawing up plans in the future.
  6. Flexibility, suggesting the possibility of adjustment or revision at any time of previously made decisions in accordance with changing circumstances.
  7. The unity and interconnectedness of individual parts of the organization requires compliance with the following principle:coordination of plans.It is implemented through their coordination and integration. Coordination carried out “horizontally”, that is, between units of the same level, and integration – “vertically”, between superior and inferior ones.
  8. An important planning principle is efficiency, suggesting that the costs of drawing up a plan should be less than the effect brought by its implementation.
  9. Creating the necessary conditions for the implementation of the plan– organizational, resource, ideological, etc.
  10. Completeness of planning,– i.e. When planning, all situations and events must be taken into account.

Planning tasks:

  1. Ensure the implementation of decisions of state bodies on issues of education and training;

Types of planning.

Depending from management level varies:

  1. Strategic and long-term planning is the highest level - for 3-5 years and answers the question -what are our goals?;
  2. Tactical (or current) planning is an average level - 1-3 years and answers the question -how to achieve our goals?;
  3. Operational planning is the lowest level – up to several months.

Tactical planning in preschool educational institutions is carried out as part of the preparation of the annual work plan. The annual plan is a mandatory document of the preschool educational institution. It should be aimed at solving specific problems that contribute to improving the activities of the entire teaching staff during the school year, and also includes activities for working with teaching, medical, and service personnel, pedagogical education of parents and joint work with the school.

  2. Formulation of goals, objectives, proposed activities.
  3. Determining ways and means of solving set goals and objectives (collection and analysis of proposals for the draft plan of all interested substructures)
  4. Drawing up (“assembling”) all parts of the plan into a single whole.
  5. Discussion and correction of the project.
  6. Acceptance and approval of the plan.
  7. Implementation and control of its implementation.

It is advisable to start planning withpedagogical analysis. It will help to identify the strengths and weaknesses in the work of the teacher, the optimal methods and techniques used to solve the assigned problems.

Pedagogical analysisis aimed at a targeted study of the educational process, its objective assessment, identifying the reasons that determined its level, result and developing recommendations on this basis for improving work.

Without pedagogical analysis, it is impossible to scientifically determine the objectives of the institution’s annual plan. According to L.M. Pedagogical analysis consists of three interrelated and interacting types: operational, thematic and final.

Operational analysis– aimed at daily identification of the main indicators characterizing the educational process, at revealing the causes of its violation, as well as the simultaneous development of recommendations to eliminate these causes.

Thematic analysis – aimed at an in-depth study of certain most significant aspects of the pedagogical process and the development of recommendations.

Final analysis is carried out after the end of any reporting period - half a year, a year, a summer period - and is aimed at studying a set of main factors that influenced the results of the activities of a preschool institution during the reporting period, as well as the reasons that gave rise to them.

The analysis is based on the dynamics of children's development, observation of the pedagogical process (the level of pedagogical competence of teachers, the created conditions).

When this stage is over, it is necessary to involve all subjects, the entire team in its examination, discussion, and adjustment as a whole.

It is in this case that many contradictions, duplication, and other shortcomings can be removed, and planning participants are motivated to carry it out further.

It is important that everyone defines their role and degree of responsibility for the implementation of the annual plan. It is better to express your doubts and comments at this stage, and not when they begin to implement it.

Without a text form, it is impossible to assess the completeness, integrity of the content, and the analytical basis; this form of planning is easy to compile. The text form of planning is good to use for short-term planning, to solve current problems in the near future. It is most often used when describing the results of work analysis for the previous period; characterization of the current situation in the organization at the time of planning.

It is static; it is problematic to introduce into the textual work plan those countless changes and additions that the manager encounters during its implementation, because Every day something changes, some work is canceled, some is replaced.

The text form does not allow us to present simultaneously and comprehensively all the work that the teaching staff must do. It deprives the manager of the opportunity to see the consistency and purposefulness of all planned work.

When using this type of planning, for example, when developing an annual plan, it turns out to be unreadable and large in volume.

Network

The network form of planning involves the use of grids, tables, and cyclograms. It is used for detailed planning of a specific task, to identify and analyze the relationship between various activities, to avoid overloading the plan, and to effectively determine the mechanism for using resources. The network planning form also allows you to reflect regularly recurring events, their volume and the task being solved.

Network diagrams are easy to create and use, but only for those who have a deep knowledge of the process to be planned and who have acquired stable skills in drawing and reading them. The effectiveness of this method depends on the ability of the planners to see in perspective the entire complex of necessary work, the logical sequence and interconnection of the activities being carried out.

Graphic

The graphic form of planning reflects the content of the work in the form of two-coordinate graphs. More often, this form is used to demonstrate quantitative indicators. Its use allows you to visualize the entire amount of work for a year, month, day.

With graphic planning, you can analyze the systematic nature of activities, sequence, continuity, density of events, teachers’ workload, specification of the stages of performing a particular task

It is impossible to optimally coordinate activities in space and time in order to avoid overloads and “collisions” of activities.

This form of planning is more complex and takes more time to complete.

1 PLANNING THE WORK OF AN EDUCATIONAL INSTITUTION TO IMPROVE EDUCATIONAL ACTIVITIES. Any activity of a person (or institution) begins with planning, on which not only the implementation of the goals of the activity depends, but also the quality and efficiency of the efforts expended. Plans and their preparation are one of the fundamental components of institutional management. Thanks to plans, or rather planning, it is possible to ensure effective functioning, eliminate threats, and avoid the uncertainty of the future. For the modern system of additional education for children, it is relevant to focus on social partnership and openness in addressing planning issues, because with the support of the Government and the Education Committee, as well as social partners, an additional education institution can attract the necessary resources for its further development. The vision of the future indicates the direction and source of energy to move in this direction. The course of action that an institution adheres to in pursuit of its long-term goals is called strategy (Robert Grant, “Modern Strategic Analysis”, St. Petersburg: Peter, p.). The concept of “strategy” in education is inextricably linked with innovation processes, i.e. practical implementation of qualitatively new directions and solutions. The formation and specification of development goals of an institution and its structural divisions constitute the essence of one of the important management functions of the planning function. Planning also involves determining the means to achieve the goal, the timing and sequence of implementation, identifying and allocating resources. 1

When starting strategic planning, it is advisable to study the regulatory framework. The strategic plan of an educational institution must be justified by monitoring studies and factual data on the development of the education system in the city, region, on existing competition among various types of additional education institutions in relation to the provision of variable additional services to students. The peculiarity of the strategic plan is integrity combined with sufficient flexibility, which makes it possible to modify or reorient the activities of the institution. For effective strategic planning, the head of an institution must take a number of measures: 5

6 1. Simulate the situation i.e. understand the patterns of interaction between the needs and social order of the population, study the activities of the institution’s obvious competitors. Thus, the most important part of strategic planning is analysis. 2. Determine the need for strategic change. It assumes a readiness to respond to trends emerging in the system of additional education, to act in unforeseen circumstances, and to find opportunities to increase competitiveness in the educational services market. 3. Develop a strategy for local and systemic changes. 4. Use reliable methods during unexpected changes. 5. Translate the strategy into real teaching practice. Functions of strategic planning: 1. Allocation of resources: planning, distribution of material and technical, financial, labor, information resources, etc. 2. Adaptation to the external environment, adaptation to changes in the social demand of the population for additional educational services. Management efficiency will be high if the competitive advantages of the institution are taken into account in advance, i.e. clearly planned. In this regard, strategic planning provides favorable organizational, pedagogical, scientific and methodological conditions for advancing the social demand of the population for additional services by introducing new educational directions, subject areas, etc. into the educational process. 3. Coordination and regulation of the coordination of efforts of all departments to achieve the goals provided for by the strategic plan. 4. Failure to implement the strategic plan may occur due to unforeseen changes in the social environment, incorrectly conducted problem-diagnostic analysis, and administrative errors associated with insufficient implementation of human resources. In the modern economic conditions of the development of education in the Moscow region, the program of educational work with students is a program for the formation of the personality of a graduate who goes through the path of self-knowledge, self-determination and self-realization.

The system of educational work is a comprehensive system for organizing various types of pedagogical activities in the educational process, aimed at acquiring experiences and methods of civic behavior by students and teachers in the course of personality-oriented interaction.

A common educational problem is the antisocial behavior of adolescents, blurred moral guidelines, their legal illiteracy, lack of civic position, low level of social intelligence, professional self-awareness, and communication skills.

The strategic educational task is the formation of personal and professional competencies of a competitive graduate focused on a healthy lifestyle, self-development and professional self-realization.

The concept of educational work is to create conditions in an educational institution for the full development of a teenager’s personality, his social intelligence, cognitive sphere, communication skills that contribute to professional self-determination and adaptation in the labor market.

The education system contains target, content, activity and analytical-resultative components, covering a number of main areas of educational work:

The problem of selecting key competencies is one of the most important for modernizing the content of vocational education. World educational practice has identified a set of key competencies:

    competencies in the field of cognitive activity , based on the assimilation of methods of independent acquisition of knowledge from various sources of information, including outside the educational institution;

    competencies in the field of social activities (performing the roles of a citizen, member of a social group, team);

    competencies in the field of work (skills in organizing educational work, ethics of labor relationships in a team, analysis of the situation on the labor market, the ability to bear responsibility, evaluate and improve one’s professional capabilities, self-organization skills);

    competencies in the field of household activities (aspects of family life, strengthening one’s own health);

    competences in the field of cultural activities (a set of ways and methods of using free time that culturally and spiritually enrich the individual).

Planning educational activities in preschool institutions

Improving quality preschool education in modern educational practice, according to the Federal State Educational Standard for Educational Education, implies improving the quality of its three main components:
