There is openness and transparency in these areas of activity. It was created for this purpose. To obtain the status of a customer and the ability to organize and conduct tenders, a legal entity must register as a user in the Unified Information System.

Registration under 44-FZ and 223-FZ is different. If you want to act as a customer in accordance with both the first and second laws, you must register twice (that is, separately under one and separately under the other laws).

How to register in the Unified Information System under 44 Federal Laws

In order for an organization to be considered registered on the government procurement website and be able to conduct tenders, it is necessary to have information about it in the above-mentioned register of organizations. After receiving information about the organization from the specified register, it generates a customer identification code, and the company is automatically registered in the system, and information about it is stored in the consolidated register.

The personal account of the head of the registered organization will open.

Below you can see an example of a completed company manager card (if necessary, the manager can set administrator rights).

For this purpose, in the manager’s personal account, click the “Register user” link.

A form to fill out appears (picture below).

After this, the EIS will check the electronic signature certificate. If the user has already been registered, then the certificate must be unlinked.

Based on the verification results, an image will appear indicating the need to sign the registration form.

When signing, the system registers users, assigns a unique login and password, which it sends to an email address.

Registration in the Unified Information System under 223-FZ

Registration under 223-FZ takes place through the Unified Identification and Authentication System (Unified System of Identification and Authentication), in other words, through the State Services website (esia.gosuslugi.ru). You must first register with the unified identification and authentication system; this must be done by the head of the company.

You will need a qualified electronic signature (EDS), which is issued in the name of the head of the legal entity. These types of certificates are issued

Having analyzed search queries related to the subject of procurement, we noticed that the process of registering customers in the UIS raises quite a lot of questions. In essence, most of the information about the registration process is located directly on the Official EIS website in the “Training Materials” section, however, many are most likely confused by the fact that this is not some kind of social network where you can register in a couple of minutes by entering a minimum amount of data , but a tool for professional work in the field of procurement.

We will use the established one and try to disclose the procedure for registering in the UIS in a more accessible form.

Obtaining an electronic digital signature (EDS).

To carry out all legally significant actions in the Unified Information System on the website zakupki.gov.ru, you will certainly need an electronic digital signature (EDS). In particular, according to paragraph 3 of part 1 of article 4 of Law No. 44-FZ, to sign documents in the Unified Information System we will need enhanced unqualified electronic signature (hereinafter referred to as EDS).

In our case (customer under 44-FZ), it is allowed to use only certificates issued by the certification center of the Federal Treasury. Therefore, to obtain an electronic digital signature, we need to contact the nearest FC certification center.

The certificate issued by the Federal Treasury contains:

  • last name, first name, patronymic of the user for whom the signature is issued;
  • user's SNILS;
  • unique account number (SPZ code) of the organization;
  • authority of the organization;
  • user permission.

After receiving the electronic digital signature certificate, you can begin the registration procedure, which we will conditionally divide into two stages - setting up the software and directly registering in the UIS.

Software setup.

Perhaps most people find this stage the most difficult, since it involves the use of specific software that no one encounters in everyday life.

However, not everything is as scary as it seems - the EIS contains both the minimum system requirements for PC hardware and the requirements for installed software.

Hardware requirements:

  • processor with a clock frequency of at least 1.3 GHz;
  • RAM - at least 1 GB;
  • Internet channel bandwidth - at least 256 kbit/sec

Requirements for installed software to work with the Official EIS website:

  • Installed Internet browser Internet Explorer (version 10.0 and higher), or any other browser that supports Transport Layer Secyrity (TLS v.1.1 and higher RFC 5246), using Russian cryptographic standards;
  • CryptoPro CSP software.

Note that, in essence, the most correct work in the EIS is possible only through the Internet Explorer browser; work through other browsers does not guarantee obtaining the desired results.

Setting up a browser and installing specialized CryptoPro CSP software is unlikely to raise questions that are not answered in the instructions, but there is one caveat: if you are using Windows 8.1 and Internet Explorer has been updated to version 11, you must use this browser in compatibility mode in Internet Explorer 10. The fact is that in Windows 8.1, the browser is part of the operating system and its separate installation or removal and subsequent re-installation of a younger version of the browser is not possible; you have to use a “crutch” in the form of compatibility mode. Detailed instructions for installing this mode are described in the instructions indicated above.

After we have received the digital signature and configured the workstation (PC) to meet the requirements specified in the instructions, we can begin the registration process in the UIS.

To register an organization in the Unified Information System, it is necessary to have information about the organization in the Consolidated Register indicating the organization’s powers in the field of procurement. After receiving information about the organization from the Consolidated Register, the System generates a customer identification code (CIC), the organization is automatically registered in the UIS, information about the organization is stored in the register of organizations in the UIS. A notification about the organization's registration in the Unified Information System is sent to the email address specified in the entry of information about the organization in the Consolidated Register. A corresponding entry is created in the event log of the organization's card. To ensure the work of the organization's users in the Personal Accounts of the UIS, the administrator of the organization must log in to the UIS in order to confirm the registration of other users of the organization.

When clicked, a login form is displayed with a choice of options. You must select the option " Login for users of organizations registered in accordance with section III The procedure approved by Order of the Federal Treasury dated December 30, 2015 No. 27n, and the Procedure for registration in the Unified Information System approved by Order of the Federal Treasury dated March 25, 2014 No. 4n ».


Click on the “Login” button on the appropriate item.


After clicking, we will see a message explaining the need to use an electronic signature when working with the EIS, and there is also a button “ Registration“That’s what we need.”



In this case, the system will offer to choose one of the unique logins provided automatically. Otherwise, you can create a login manually.

After filling out all the required fields, you need to click the “ Register" After this, the system will register the user in the UIS and display the Personal Account of the Organization Administrator. This completes the registration process.

Registration of suppliers in the Unified Information System

Starting next year, all suppliers under government orders must be registered in the Unified Information System. Without this, it will be impossible to apply for participation in the auction. The system will maintain Register of suppliers, which will include information about each participant. In this regard, the Government will have to determine the procedure for such registration and the list of necessary documents.

Now about registration of suppliers in the Unified Information System This is what is known:

Registration in ERUZ EIS

From January 1, 2019 to participate in tenders under 44-FZ, 223-FZ and 615-PP registration is required in the ERUZ register (Unified Register of Procurement Participants) on the EIS (Unified Information System) portal in the field of procurement zakupki.gov.ru.

We provide a service for registration in the ERUZ in the EIS:

  1. She will be free.
  2. Registration will only be possible in electronic format.
  3. Registration validity period - 3 years, that is, the same as now on electronic platforms.
  4. Not earlier than in 6 months before the end of the registration period, the participant can begin the re-registration procedure for the next 3 years.
  5. If there is still time left until the end of registration less than 3 months, the participant will not be able to submit applications for new auctions.
  6. The law prohibits registration in the EIS offshore companies.

Introduction of new electronic procedures

From July 1, 2018 customers have the opportunity to conduct electronically not only auctions, but also competitions, as well as requests for quotations and proposals. And since 2019, this has been their responsibility. Thus, all competitive procedures are transferred to electronic format and will be held at the ETP. On paper, only contracts with a single supplier will be concluded.

Changes in the accreditation procedure for the ETP

Currently, suppliers must be accredited on an electronic platform to participate in tenders. There are 6 sites that carry out procedures under 44-FZ. Which of them to carry out the purchase is decided by the customer at his own discretion. Accordingly, in order to have access to all tenders under 44-FZ, the supplier has to register on all ETPs. Each site has its own procedure and set of documents.

But after transferring all trading to the ETP, everything should change. Participants will not have to undergo accreditation at each site - it will be enough to pass registration in the EIS. The information system itself will interact with the ETP. Moreover, accreditation must be received on the next business day. The period of accreditation for the ETP will correspond to the period during which the company or individual entrepreneur has a valid registration in the EIS.

This accreditation procedure is certainly a big plus, since you don’t have to waste time interacting with each ETP separately. Moreover, they have slightly different requirements for participants. Another advantage is that no one can request from the supplier any other documents other than those that he provided during registration in the Unified Information System.

Transition period

Everything should be up and running in 2019, but the transition will begin very soon. Until January 1, 2019 the accreditation procedure for the ETP will remain the same (in accordance with Article 61 of Law 44-FZ). The ETP operator will enter data about the participant into its register, which is maintained at the sites in accordance with the requirements of Article 62 of the law.

During 2019 Bidders must be registered in the Information System. Repeated accreditation to the ETP will be possible strictly through the Unified Information System. Most likely, if in 2019 a participant has accreditation for the ETP, then his data will be transferred to the EIS automatically. That is, it is possible that the participant (with valid accreditation at the site under 44-FZ) will not have to register in the UIS on his own - the ETP will do this for him.

New sites

It has not yet been precisely determined which ETPs will conduct trading in electronic form under 44-FZ. Currently only . It is quite possible that their list will change, including new trading operators. The participant will not have to undergo accreditation at the new site- being registered in the EIS, he will receive it automatically.
