"Qualification characteristics of positions of employees of youth affairs agencies"

I. General provisions

1. Section “Qualification characteristics of positions of employees of institutions of youth affairs bodies” of the Unified Qualification Directory of Positions of Managers, Specialists and Employees (hereinafter - UKS) is intended to resolve issues related to the regulation of labor relations, ensuring an effective personnel management system in institutions of youth affairs bodies (hereinafter referred to as institutions).

2. Section “Qualification characteristics of positions of employees of institutions of youth affairs bodies of the EKS” consists of three sections: I - “General provisions”; II - “Positions of managers”; III - “Positions of specialists”.

The qualification characteristics contained in the section “Qualification characteristics of positions of employees of institutions of youth affairs authorities” (hereinafter referred to as the qualification characteristics) of the EKS can be used as normative documents of direct action or serve as the basis for the development of job descriptions for employees of institutions containing a specific list of job responsibilities, taking into account features of the organization of production, labor and management, as well as the rights and responsibilities of workers.

3. The qualification characteristics of each position contain three sections: “Job responsibilities”, “Must know” and “Qualification requirements”.

The “Job Responsibilities” section contains a list of basic functions that can be fully or partially entrusted to an employee holding this position, taking into account the technological homogeneity and interconnectedness of the work, allowing for optimal specialization of workers.

The “Must Know” section contains the basic requirements for the employee in relation to special knowledge, as well as knowledge of legislative and other regulatory legal acts, regulations, instructions and other governing documents, methods and means that the employee must be able to use when performing job duties.

The section "Qualification Requirements" determines the level of professional training of the employee necessary to perform the job duties assigned to him, as well as the required work experience. The levels of required professional training specified in the section “Qualification Requirements” are given in accordance with the Law of the Russian Federation “On Education” (Collected Legislation of the Russian Federation, 1996, No. 3, Art. 150).

4. The compliance of the actually performed duties and qualifications of the institution’s employees with the requirements of the qualification characteristics is determined by the certification commission.

5. The CES does not include the qualification characteristics of derivative positions (senior and leading specialists, as well as deputy heads of departments). The job responsibilities of these employees, the requirements for their knowledge and qualifications are determined on the basis of the characteristics of the corresponding basic positions contained in the CAS.

The issue of distribution of job responsibilities of deputy directors of an institution (branch of an institution) is decided on the basis of internal organizational and administrative documents.

6. In the process of carrying out measures to improve the organization and increase the labor efficiency of employees of the institution, it is possible to expand the range of their responsibilities in comparison with those established by the corresponding qualification characteristics. In these cases, without changing the job title, the employee may be entrusted with performing duties provided for by the qualification characteristics of other positions that are similar in content of work, equal in complexity, the performance of which does not require another specialty and qualifications.

7. Persons who do not have special training or work experience established in the section “Qualification Requirements”, but have sufficient practical experience and perform their job duties efficiently and in full, on the recommendation of the certification commission, as an exception, may be appointed to the appropriate positions in the same way as employees with special training and work experience.

Director of the institution (branch of the institution)

Job responsibilities. Manages the activities of the institution (branch of the institution). Coordinates individual preventive work with minors in a socially dangerous situation, including by organizing their leisure time and employment. 2. Job responsibilities

A youth worker specialist is required to perform the following job functions:

2.1. Coordinates the activities of children's and youth associations.

2.2. Analyzes the state and develops measures to organize leisure time for adolescents and young people.

2.3. Works with destructive children's and youth informal associations.

2.4. Predicts and plans work with youth in the supervised territory, using a variety of modern forms, techniques, methods and means, and is responsible for the results of the work as a whole.

2.5. Carries out work to protect the rights of adolescents, youth, young families, works with leaders of informal groups.

2.6. Gives lectures on youth policy issues.

2.7. Contributes to the formation of a general personal culture.

3. Rights

A youth worker has the right to:

3.1. Give instructions and tasks to his subordinate employees and services on a range of issues included in his functional responsibilities.

3.2. Monitor the implementation of production tasks, timely completion of individual orders and tasks by the services subordinate to him.

3.3. Request and receive the necessary materials and documents related to the activities of the specialist in working with youth, his subordinate services and departments.

3.4. Interact with other enterprises, organizations and institutions on production and other issues within the competence of a specialist in working with youth.

3.5. Sign and endorse documents within your competence.

3.6. Submit proposals on the appointment, transfer and dismissal of employees of subordinate departments for consideration by the head of the institution; proposals to encourage them or to impose penalties on them.

3.7. Use other rights established by the Labor Code of the Russian Federation and other legislative acts of the Russian Federation.

4. Responsibility and performance evaluation

4.1. A specialist in working with youth bears administrative, disciplinary and material (and in some cases provided for by the legislation of the Russian Federation, criminal) responsibility for:

4.1.1. Failure to carry out or improperly carry out official instructions from the immediate supervisor.

4.1.2. Failure to perform or improper performance of one's job functions and assigned tasks.

4.1.3. Illegal use of granted official powers, as well as their use for personal purposes.

4.1.4. Inaccurate information about the status of the work assigned to him.

4.1.5. Failure to take measures to suppress identified violations of safety regulations, fire safety and other rules that pose a threat to the activities of the institution and its employees.

4.1.6. Failure to ensure compliance with labor discipline.

4.2. The work of a youth worker is assessed by:

4.2.1. By the immediate supervisor - regularly, in the course of the employee’s daily performance of his labor functions.

4.2.2. The certification commission of the enterprise - periodically, but at least once every two years, based on documented results of work for the evaluation period.

4.3. The main criterion for assessing the work of a youth worker is the quality, completeness and timeliness of his performance of the tasks provided for in these instructions.

5. Working conditions

5.1. The work schedule of a youth work specialist is determined in accordance with the internal labor regulations established in the Institution.

6. Signature right

6.1. To ensure his activities, a youth work specialist is given the right to sign organizational and administrative documents on issues within his competence by this job description.
