Public roads include roads intended for the movement of vehicles of an unlimited number of people.

According to the Glossary of Transport Statistics (the fourth edition in Russian is available on the UNEC website): streets refer to roads within a populated area and are included in the length of roads. Consequently, the length of streets in urban and rural settlements is included in the length of highways.

Non-public highways include highways that are owned, possessed or used by local administrations (executive and administrative bodies of municipalities) and used by them exclusively to meet their own needs or state or municipal needs.

Information about non-public roads of local importance is not included in this form, but is reflected in section 3 of the federal statistical observation form N 1-TR (motor transport) - year “Information on vehicles and the length of non-public roads.”

1. Federal statistical observation form N 3-DG(MO) “Information on public roads of local importance and artificial structures on them, owned by municipalities” is provided by:

Executive authorities of the constituent entities of the Russian Federation (executive state authorities of the constituent entities of the Russian Federation, vested in the established manner with powers in the field of transport services for the population), performing the functions of organizing transport services for the population on regular public bus routes;

Local government bodies.

Non-public highways include highways that are owned, possessed or used by local administrations (executive and administrative bodies of municipalities) and used by them exclusively to meet their own needs or state or municipal needs.

Information about non-public roads of local importance is not included in this form, but is reflected in section 3 of the federal statistical observation form N 1-TR (motor transport) - year “Information on vehicles and the length of non-public roads.”

3. The section shows the length of public roads of local importance at the beginning and end of the reporting year.

- highway- a transport infrastructure facility intended for the movement of vehicles and including land plots within the boundaries of the right of way of a highway and structural elements located on them or under them (roadbed, road surface and similar elements) and road structures that are its technological part - protective road structures, artificial road structures, production facilities, elements of road construction.

The length of the highway is calculated from the initial settlement to the final settlement or to the State border of the Russian Federation. The length of a highway within the boundaries of a populated area is calculated from the starting point to the ending point of the highway along its central axis (Article 9 of Federal Law No. 257-FZ).

Winter road (winter road)- a road whose carriageway (solid or rutted) is built of ice frozen in layers, or of compacted snow and ice, and also laid directly on the frozen surface of rivers and lakes. Valid until the ice surface thaws (the definition is given in the Dictionary of Basic Road Terms posted on the official website of Rosavtodor).

Line 102 reflects the length of paved roads, which includes improved pavement (cement concrete, asphalt concrete, crushed stone and gravel treated with binders) and transitional pavement (crushed stone and gravel (slag) not treated with binders, stone pavements ; from soils and local low-strength materials treated with binding materials)).

According to the Concept of Sustainable Development of Rural Territories of the Russian Federation for the period until 2020, approved by Order of the Government of the Russian Federation dated November 30, 2010 N 2136-r:

"rural areas"- territories of rural settlements and corresponding inter-settlement territories;

"inter-settlement territories"- territories located outside the boundaries of settlements;

"rural settlement"- one or more rural settlements united by a common territory (towns, villages, villages, hamlets, kishlaks, auls and other rural settlements), in which local self-government is exercised by the population directly and (or) through elected and other local government bodies;

The section shows certain types of artificial structures on public roads of local importance, owned by municipalities on the basis of property rights at the beginning and at the end of the reporting year.

Lines 201 show the presence and length of bridges, overpasses and overpasses on public roads of local importance, and include information about capital and wooden structures.

    1. Federal statistical observation form N 3-DG(mo) “Information on public and non-public roads of local importance and artificial structures on them owned by municipalities” is provided by local government bodies.

    This section shows certain types of artificial structures on public roads of local importance, owned by municipalities at the beginning and end of the reporting year.

    The indicator “Bridges and overpasses - total” includes information on capital and wooden structures on public roads of local importance.

    According to SNiP 2.05.03-84, the length of bridges (overpasses) should be taken as the distance between the ends of coastal supports (embedded panels), while the length of the transition slabs should not be included in the calculation.

    The length of tunnels should be determined as the distance between the outer edges of the portal walls along the axis of the tunnel.

    The form reflects the presence and length of pedestrian crossings at levels different from the highway (overpass, underground). The length of pedestrian crossings includes the sum of the lengths of flights of stairs.

    The form reflects the presence and length of pipes under the roadbed for the passage of permanent or seasonal watercourses.

    Snow protection structures include snow protection plantings, snow protection means (shields, permanent fences), snow protection and anti-mudflow structures and structures (galleries, tunnels, trays, etc.). The presence of snow-protective forest plantations is determined as the sum of the length of plantings on the left and right sides of the road.     Section 4. Repair of public roads of local importance

    This section reflects the length and area of ​​local public paved roads repaired (overhaul and renovation) and the costs of this repair. The information is filled out on the basis of official documents on the repair of highways (act of acceptance of completed work on the repair of a highway, annual assignments, contracts for the performance of major repairs and renovations, etc.).

    The area (m2) of repaired paved roads is determined by multiplying the average width of the road surface by the length of the repaired section and summing the resulting products. Information about pothole repairs is shown in the report only in square meters.
