Carries out regular checks of the state of civil defense and the emergency prevention and response system throughout the organization and in its structural divisions. Based on the results of inspections, he develops proposals for improving the civil defense system, emergency prevention and response. Organizes, in accordance with current regulations, the provision, renewal and storage of personal protective equipment, reconnaissance and radiation monitoring devices, etc. Organizes fire prevention work in accordance with current regulations in the field of fire safety. Conducts fire safety briefings for new hires, organizes and conducts fire safety training for workers and employees, as well as educational work on fire prevention. 3. Rights

A civil defense and emergency specialist has the right to:

1. make proposals to management on issues of improving civil defense and emergency situations in the organization, incl. on issues of organization and conditions of their work;

2. use information materials and regulatory documents necessary to perform their official duties;

3. represent, in the prescribed manner, your organization in governing bodies and other organizations on issues of civil defense, prevention and response to natural and man-made emergencies, fire safety and military registration;

4. submit calculations and proposals for organizing and conducting civil defense activities and ensuring fire safety to the head of the organization’s civil defense;

5. receive from the heads of the organization’s structural divisions the necessary information to fulfill assigned job responsibilities;

6. exercise control over the implementation of civil defense, emergency prevention and fire safety activities in the structural divisions of the organization;

7. prohibit flammable work carried out in violation of fire safety rules;

8. make proposals to management to encourage or impose disciplinary sanctions on employees based on the results of fulfilling the requirements of civil defense, emergency prevention and response, and fire safety;

9. undergo certification in the prescribed manner with the right to receive the appropriate qualification category;

4. Responsibility

The civil defense and emergency specialist is responsible for:

1. timely and high-quality implementation of the official duties assigned to him;

2. timely and qualified execution of orders, instructions and instructions from management, regulations on its activities;

3. compliance with internal regulations, fire safety and safety regulations;

4. maintaining documentation provided for by current regulations;

5. compliance with executive discipline and performance of official duties by employees subordinate to him (if any);

For violation of labor discipline, legislative and regulatory acts, a civil defense and emergency specialist may be brought to disciplinary, material, administrative and criminal liability in accordance with current legislation, depending on the severity of the offense.

Persons who do not have special training or work experience established in the section “Qualification Requirements”, but have sufficient practical experience and perform the job duties assigned to them efficiently and in full, on the recommendation of the certification commission, are appointed to the appropriate positions in the same way as persons with special training and work experience.
