The conflict between the management of the Oktyabrskaya Railway and the Ministry of Railways of the Russian Federation seems to have entered a decisive phase. The matter, of course, is not only a matter of personal hostility, which exists, as a source in the ministry told us, between the acting Minister of Railways Nikolai Aksenenko and the head of the road Anatoly Zaitsev. At the end of March, the balance commission, which checked the state of affairs on the road, gave its activities a negative assessment. But, according to the Railways, this is not yet a reason to make an unprecedented decision: to immediately dismiss five deputy heads of the road and a number of other specialists from the senior management of the Railways. The ambiguity of the situation lies in the fact that only a few months have passed since the Oktyabrskaya Mainline was recognized as the best among all Russian railways.
Here is how Iktor Lobko, Deputy Head of the Railways for Personnel and Social Affairs, commented on the situation: - When Anatoly Zaitsev returned to the road in May 1997, his successor Nikolai Aksenenko, having barely taken the ministerial chair, began decisive action to remove Anatoly Alexandrovich from the post of head of the road. A month later, for the derailment of a freight train (without casualties or serious consequences), the head of the road was severely reprimanded as a last measure before dismissal. Thus, Aksenenko declared his intentions. At the same time, he allocated one block to Zaitsev in order to eliminate all the shortcomings on the road. At the same time, the ministry made efforts to complicate the financial situation on the road. However, the third quarter did not turn out to be a failure, and then the minister went, as they say, all-in. He directly demanded that Zaitsev write a letter of resignation, and in response to his attempts to find out the reason for such a demand, he openly stated: “I just need another person here.” Then the minister did everything to bring the person to a heart attack, and Zaitsev ended up in the hospital for more than three months.
Anatoly Alexandrovich did not break down, recovered and survived. Then Aksenenko began to act differently: he decided to remove everyone who supported Zaitsev. Please note: the road is blamed for financial failures, and the main blow is directed at those who do not manage their finances.
...During Aksenenko’s tenure as minister, railway transport from a naturally subsidized sector of the economy (this is world practice) turned into the largest taxpayer. Pumping money into the budget and extra-budgetary funds at any cost, with little thought about maintaining your farm in working order, is the essence of Mr. Aksenenko’s policy. Whatever the rationale behind all this, such a policy weakens the industry, which becomes like a cornered horse.
Second. On the same day that Nikolai Aksenenko was introduced as the new minister, he appeared on television in the “Hero of the Day” program. The presenter asked the following question: “Your predecessor said that he would under no circumstances allow the industry to be dismembered to suit the requirements of the International Monetary Fund. What about you?” And the newly appointed minister replied: “Of course, we will not dismember the industry. We will divide it.” And indeed, the division is proceeding quite actively. By the way, the press has already become actively interested in this issue. For example, from publications in the Izvestia newspaper and the Moscow business weekly Kompaniya, we learned many very interesting details about certain aspects of the activity of an industry leader, about the fact that for him personal interest comes first. And Oktyabrskaya Road is of particular importance in the industry. It is essentially an export-import corridor for Russia. Not only major economic, financial, but also political issues are resolved here. And, of course, it is better to have a completely like-minded person as your boss, or even better - a person who has no opinion at all.
In conclusion, Viktor Lobko stated that the management of the Russian Railways intends to appeal in court the actions of the minister in dismissing the specialists of the Oktyabrskaya Railway.

We are guided by the human resources development strategy adopted by JSC Russian Railways until 2015. Based on this, but taking into account our characteristics, external and internal influences, as well as the results of monitoring at the road test site, we annually set our own strategy, define goals and objectives. The main thing our efforts are aimed at is ensuring and increasing staff satisfaction with work in the company. As the head of the road, Viktor Vasilyevich Stepov, emphasizes, when an employee is satisfied and his goals coincide with the goals of the company, this gives a real production result. Another, no less important, goal is to provide qualified personnel who have the necessary competencies and have the desire to contribute their knowledge, skills and abilities for the benefit of the company. And the third goal is to involve staff in solving the company’s problems, to make them involved in the overall corporate cause, which is a powerful motivating factor, especially for promising young people.

It is no coincidence that the company and our road pay such attention to building an effective youth policy...

Not only on the road, but throughout its entire range. For example, employees of structural divisions, branches, directorates and subsidiaries and affiliates of JSC Russian Railways located within the boundaries of our highway are invited to participate in the implementation of the project for developing the potential of active youth “October Leader 2012”. In today's difficult demographic situation, we have to fight for every young person, strive to retain him, and create conditions for the development of potential. This is facilitated, in particular, by the competition for youth projects “New Link 2012”. Communication on interests, sports, charity and other corporate events, and memory events are very helpful and motivating to work for the company.

Probably, the impetus for the creation of a new personnel strategy was the reform of the company...

Of course, when the functions of economic entities and corporate coordination were separated during the reforms, it became impossible to think and organize work with personnel in the old way. In 2011, the Center for Assessment, Personnel Monitoring and Youth Policy conducted a unified sociological survey. More than four thousand workers from managers to rank and file took part in it. Other surveys were also organized, in particular on staff involvement in solving corporate problems. It turned out that dissatisfaction with working conditions and the dependence of remuneration on its results are at risk. This provided food for analysis and corrective measures. Therefore, surveys will be practiced this year as well.

Tatyana Stepanovna, when will our Corporate University start operating?

The St. Petersburg branch of the Corporate University will be opened this year. If first-level managers are trained at JSC Russian Railways, then in our branch they are trained at the second level: heads of line enterprises, deputy heads of services, heads of departments of directorates, centers and services. Those who received the highest scores in the Center’s assessment of corporate competencies were selected for the first stream. A program will be approved in the near future, including various trainings and other modern forms of training.

Much of what you said deserves a separate discussion, and we will definitely return to it on the pages of the newspaper. But today I would like to remember that a good half of the staff that the company values ​​so much are women...

I would like to thank all women railway workers for their contribution to our common cause, and especially those who are responsible for the social security of employees. After all, we do not have social workers, but rather personnel officers who perform their functions together with the trade union. What is so important here is an individual, targeted approach to everyone, attentiveness, scrupulousness, and the ability to finish what you start. It is women who primarily determine the atmosphere in teams, comfort in workplaces, and well-being in families. I would like to wish them to remain resilient, remain women, and look great. Yesterday the government appointed a new head of the Oktyabrskaya Railway. He became Nikolai Aksenenko’s protégé, former head of the East Siberian Railway Gennady Komarov. The suspended head of the road, Alexander Kuznetsov, who was counting on the support of Vladimir Putin, failed to regain his position. Moreover, Kuznetsov was fired “for systematic failure to fulfill official duties.” Now he will no longer be able to apply for the post of Minister of Railways.
The story of the resignation of Alexander Kuznetsov began on February 15, when at the board of the Ministry of Railways, Minister Nikolai Aksenenko invited him to voluntarily leave his post. The reason was an accident with human casualties on a stretch near Malaya Vishera on January 26, when a passenger train crashed into the tail of a freight train. According to those close to Kuznetsov, Aksenenko wanted to get rid of his competitor in this way. Kuznetsov is known for his good relations with Vladimir Putin (from the time he worked as acting president in the St. Petersburg mayor's office) and was considered the first contender for the ministerial chair.
However, Kuznetsov refused to take responsibility for the accident: there was no official conclusion on the causes of the disaster yet. He stated that he would not resign voluntarily and that his fate should be decided by the prime minister (it is he who, according to current legislation, appoints and removes the heads of railways). Then Aksenenko issued an order to temporarily remove the head of the Railways, and Kuznetsov took sick leave and began to wait for the results of the presidential elections.
But Putin, having won the elections, did not rush to help his friend. On the contrary, it is possible that Aksenenko received carte blanche to appoint the head of the October Road. As a Kommersant correspondent was told in the government information department, on March 30, the chairman of the government signed an order to remove Kuznetsov and appoint in his place the head of the East Siberian Railway, Gennady Komarov. However, the Ministry of Railways did not confirm this information yesterday. According to the department, only the proposal of the Ministry of Railways board on the appointment of Komarov has been sent to the government and Putin’s signature on this document has not yet been signed (he was supposed to sign it yesterday evening).
Nevertheless, Gennady Komarov has already ordered a charter from Irkutsk to St. Petersburg, and OZD is confident that the introduction of the new boss will not take place today or tomorrow.
As for the reasons for the defeat of Alexander Kuznetsov, there are different versions. According to some reports, Aksenenko gained Putin's favor by providing discounts on railway tariffs to a number of regional enterprises on the eve of the presidential elections in order to induce governors to support Putin. According to others, Kuznetsov simply overestimated his relationship with Putin.
If the information from the government information department is confirmed, then it will be impossible for Alexander Kuznetsov to return to the management structures of the Ministry of Railways. The phrase contained in the government order about “systematic failure to fulfill official duties” leaves him no chance. However, Kuznetsov himself intends to resist. On April 13, the Smolninsky Federal Court of St. Petersburg will consider a lawsuit to invalidate the decision to remove him from office.
