Pavel Svistunov was born in 1973.

Education

Graduated from the Moscow State Academy of Instrument Engineering and Informatics with a degree in economic informatics and automated control systems.

Career

From 1996 to 2010, Svistunov worked in various business and scientific structures. He has scientific publications in leading Russian and foreign journals.

He entered the civil service in 2010. He held positions of assistant at the Department of Industry and Infrastructure of the Government of the Russian Federation, Director of the Department of Energy Efficiency, Modernization and Development of the Fuel and Energy Complex of the Ministry of Energy of the Russian Federation, Deputy General Director at the Moscow state budgetary institution "Center for Innovative Development".

In 2015–2016, he served as Deputy Director of the Department of Social Development and Innovation of the Ministry of Economic Development of the Russian Federation, where he oversaw the development of regional innovation infrastructure, work with innovative development programs for companies with state participation, international innovation programs and the activities of priority technology platforms.

In September 2016, Svistunov moved to the Ministry of Telecom and Mass Communications, where he headed the high technology development department.

In this position, he was supposed to oversee issues of promoting innovation and scientific and technical activities, supporting the development of the IT industry, implementing policies in the field of import substitution, developing industry education and ensuring the functioning of relevant infrastructure facilities.

But already in December 2016, Svistunov resigned from the Ministry of Telecom and Mass Communications of his own free will, his friends told TAdviser and a source in the ministry confirmed it. According to TAdviser's interlocutor, he could not withstand the high pace at which it is customary to work in the Ministry of Telecom and Mass Communications.

Until 1997, Pavel Svistunov worked as a securities specialist in a number of commercial banks and at the same time taught a course in banking at the institute.

From 2010 to 2011 he worked in the apparatus of the Government of the Russian Federation. He held the position of assistant at the Department of Industry and Infrastructure of the Government of the Russian Federation. Responsibility included overseeing the areas of energy efficiency and innovation in the energy sector.

From 2011 to 2012, Pavel headed the Department of Energy Efficiency, Modernization and Development of the Fuel and Energy Complex of the Russian Ministry of Energy, where he oversaw issues of innovation, energy efficiency, renewable energy sources and small-scale energy, modernization and innovation in the fuel and energy complex.
