Victor Yudaev
A lover of gold jewelry and accessories turned out to be the head of the Department for Coordination of Activities of Medical and Pharmaceutical Organizations of the Ministry of Health of the Moscow Region, Viktor Yudaev, who was detained on April 19 on suspicion of taking bribes. In his apartment, investigative authorities found millions of rubles and scattered jewelry.

According to the investigation, the official regularly received “rewards” from various medical organizations in the period from 2016 to 2017. Being at the same time the head of the health department of the Lyubertsy district administration, Yudaev carried out business right at his workplace. For example, on September 13, 2016, according to law enforcement officers, he received 3 thousand dollars and 6 thousand euros from the founder of the Premier-Medservice company for issuing a license to carry out medical activities and for general patronage in his work. Literally a month later, according to the case materials, the general director of the Dobroslava company gave Yudaev 155 thousand rubles for ensuring his company won the auction, where the right to enter into contracts for the supply of consumables to local medical institutions was “played out.” Subsequent bribes were more modest: in December 2016 and February 2017, Yudaev, according to some sources, received 25 thousand rubles each from representatives of the commercial organization Paritet. According to investigators, the official managed to hit the jackpot on January 24, 2017 - then he received 1 million rubles from the Center for Medical Innovation for his assistance in winning the auction.

["Evening Moscow", 04/20/2017, "The head of the department of the Moscow Region Ministry of Health is being checked for taking bribes": on April 20, the head of the department of the regional Ministry of Health, Viktor Yudaev, was detained for taking a bribe in the Moscow region.

Investigative officers conducted a search both in Yudaev’s office and in his apartment. As a result, about 10 million rubles, a large number of gold items and luxury items (for example, a watch worth 90 thousand euros) were seized.

By the way, during the 7 years of his service as the chief physician of the Lyubertsy region, Yudaev proved himself to be a fairly active official. He achieved the opening of departments of maxillofacial surgery, gastroenterology and pulmonology in the area. According to the head of the district, Vladimir Ruzhitsky, “there were never any questions for him.” He quickly found a common language with investors, sought funds to renovate hospitals and imported new equipment. At the same time, he often received complaints from the population, in particular, about the lack of insulin and test strips in local clinics, about the formalism in the work of doctors and queues at the antenatal clinic.

As Elena Fokina, senior assistant to the head of the Main Investigative Directorate of the Russian Investigative Committee for the Moscow Region, told MK, a criminal case has been opened both against Yudaev and against the bribe-payers. The defendants face up to 10 years in prison.

It is known about Viktor Yudaev that in 1980 he graduated from the medical faculty of the Ryazan Medical Institute named after academician I.P. Pavlova. Since 1981, he worked as an obstetrician-gynecologist at the maternity hospital, and since 1982, as the head of the maternity ward. Has an academic degree of Doctor of Medical Sciences. From the government of the Moscow region, however, there was no information about who it was and why he was detained. Today the situation became clearer; it turned out that Viktor Yudaev, who was always praised by his superiors, had been detained.
